And yes there is a smoking ban but Shelly's Backroom Cigar Bar is located right downtown between 13th & 14th St NW on F Street NW. You can smoke and drink yourself silly in there. :-P Plus their bacon blue cheese burger is pretty damn good. Also depending on time of year there are patios, etc that are smoke friendly at some of the hotels and other places.
