Expand I don't think many Minnesotans would agree with you that winter ends with February. In Minnesota, they celebrate Cinco de Mayo as the last snowfall of the season.

We don't usually get snow until late December, sometimes January. We had some in October this year but it quickly went back to 60 degrees. February we get bitter cold snow storms. If it snows in February we know temps are dropping and ice will be everywhere.
