Why a cigar lounge is now trying to open at different Downtown Peoria location JJ Bullock - Peoria Journal Star Downtown Peoria may still see a new cigar lounge open its doors in the Central Business District, albeit at a different location than originally proposed. Peoria entrepreneur Jamar Hardin scrapped plans to open a cigar lounge at 311 Main Street in Downtown Peoria and instead is now seeking approval from the city to open a cigar lounge at 814 N. William Kumpf Blvd. Hardin had originally received approval from the city last January to open an "upscale" cigar lounge at 311 N. Main Street but backed out of those plans citing cosmetic issues with the building. Instead, Hardin hopes to open a cigar lounge in the garage next to the barbershop he operates on Kumpf Boulevard. On Thursday, the Peoria Planning and Zoning Commission gave Hardin the OK to open a cigar lounge at the Kumpf Boulevard location. It will now be up to the Peoria City Council to approve the tobacco license for the property. The council will hear the matter on Jan. 28.
