Sig VI Tubos, no black light

Hi all, have a couple of Sig VI Tubos I received a while back from an OG cigar member. Something recently came up which made me take a look at these and now I have some concerns. Any chance this is an example of Cuba being Cuba, or should I toss 'em?

Besides the uneven joint of the band, what is confusing? Have you checked the ultraviolet and microprinting?
