Possibly because in Mandarin, 6 sounds like the word for smooth or flow (六 Liù). 66 would be considered as meaning "smooth going", "everything goes well", or "good luck".

8 sounds similar to the word for wealth or properity (八 Bā). While it is considered the luckiest number, it is not always the best number to use if you want to convey certain meanings.

You may think 888 would be the best number, as it means "wealthy, wealthy, wealthy", but I personally prefer 168 (一六八 Yī Liù Bā), meaning "be lucky and wealthy all the way".
