Has this been discussed? Asia Pacific RE with Canada bands

I’ve had these a long while (thanks, Rob!), and in looking them over after finding them in my ridiculous collection noticed the bands are Regional Canada, but it’s a RE release for the AP.  I am trying to remember if we discussed it in the past, but I am getting old….

Literally mastercases of them went out that way.
