Not ashamed to say I do this often. If the cigar is plugged.. what do you have to lose. Sometimes it fixes the plug and you get two cigars out of it. 

And for the wrapper on the second half.. I have a stash of cracked cigars that I take some wrapper from to use as a patch. Just lick it and stick it. You can also take the cap after you snip it and patch it as well.

Many times. Usually due to cigars that are like tent pegs.
I remember once when my mate gave me a third of a box of unvarnished 898's that were rock hard, he had had enough of them.. nothing worked until I cut them in half and we got a dozen or so okay smoking minutos. 😏
A few Monte especial, Hoyo Du Gourmet and Cohiba Lancero have had the same treatment too....
