I can't figure out what the middle band is. I think the bottom band is the excise tax band. Thoughts?

The grand reserva had the old monte band (pre-the gold foil on the fleur de lys). Also the gold band isn't thick enough for the Grand Reserva band. More likely a Monte Open Regata, presumably with either a tax band or a "world Cup exclusive" band added by a retailer. Or possibly both bands are added by the retailer and it's a standard Monte 2.
