There's only one distributor / importer for HSA in Canada, so I don't know how another distributor / importer would have been able to bring these in as a registered product with the Can Fed Gov. Unless the tax stamp has been faked in which case, oh boy that would be fun to report. Reviewing the tax stamp it does not appear to be legitimate. It's close, but not quite correct. The penalties are pretty severe if they get caught.

There used to be a Canadian site where you could buy all the Cuban bands "raw“ as well as Canadian tax stamps, labels, etc. Can't remember for the life of me. 2
