Knowing how difficult it is to determine beyond doubt (aka scientifically as opposed to based on subjective opinions) where the tobacco is from, it would just be too tempting to claim that the cigars are 100% Cuban tobacco and then use whatever leaf is cheaper and not too awful tasting. 2

They've done it in many sectors; why not cigars? It might not be worth the investment. China imports all sorts of stuff they could do domestically but don't.
