Does anyone know which year(s) these were actually made, and whether they are all from El Laguito?

I realize they were "introduced" in 2016, but...

These were released beginning in late 2016/early 2017. 10,000 produced. I would assume production was from 16-17, possibly 18 if production extended that far. If there's no box code on the outer packaging, no way to know where or when.

Thanks!  Would I expect to find high quality sticks in a box like this, or is it a mixed bag like most boxes of Habanos?

Should be standard quality for what's in there. No reason to think they're any different than standard format. 

My guess as far as codes being missing would be that it's unlikely all these models would have been rolled at the same factory. I think they're just gathering them up from wherever they came from and sticking them in the humis. Although the Seleccion 6 boxes do have codes, so these might as well.
