Cuban Customs on the baggage fee

Travelers can import, free of payment, their personal effects (up to 25 kg) and gifts (up to 5 kg). The rest of the luggage is charged at 10 Cuban pesos for each Kg, if the traveler is a resident of Cuba. While, 10 CUC is charged, if the traveler is not a resident.

Likewise, they are exempt from paying up to 10 kg of medicines, if they are in their original containers and separated from the rest of the miscellaneous items. In addition, the Cuban customs will begin to seize all the luggage that exceeds the authorized weight .

More reason to by skinnies and avoid the girthy 55+ RG range cigars. They would be lighter cigars so you would get more bang for your buck.

Are people actually bringing significant quantities of cigars *into* Cuba?  What for?

So, they want tourists, and the people are desperate for goods and supplies, yet they put quite high taxes on luggage? What's the rationale behind this? Just raising money? Let me guess--the revenue goes to healthcare.

10 cuc a kilo on entry is on the high side, once over the 30 kilos + 10 kg of medicine. My last few trips I've been landing with 70 - 90 kg, spread over 5 cases.

I'll have to reconsider what I'm bringing in. If I can convince them that whiskey is medicine, that'll help. They'll be "in their original containers".

It would be interesting to hear stories of travelers' experiences in the next few months. Some members here are in Havana right now.

Never had to pay any customs in HAV and mostly had 40 to 50 kgs of baggage - cannot see them asking money from tourists ... they must be desperate.

I just don't understand why they're picking on this. So now most people are just going to insure they're underweight and avoid the fee, so the government gets no money and the people get no supplies. They'd be far better off just charging everyone a small "luggage import fee" of 5 CUC, say. No one would object too much and they'd collect from everyone. 

I can't imagine the people now dealing with remittance restrictions and losing access to goods and supplies in luggage.
