If there’s a sign, there’s a rule behind it. If there’s a rule, someone did something to warrant the creation of that rule.

I worked for a major bank about a decade ago and the ADA training featured a segment on rules to follow when interacting with people. One of those rules was “never pat a person in a wheelchair on the head in a patronizing manner.”

This implies there's a way to do it that isn't patronising, did it explain that?
