Does the sheen on the wrapper of a Cuban cigar really make it taste different than if it was dull in color? The general consensus is that the wrapper makes up a big part in the taste of a cigar right? Does oily wrapper = more taste? Excuse me if this was already asked on the forum but I searched and couldn’t find anything really.

No doubt oily wrappers add to the taste/experience.  The degree is subject to debate, but no real dispute that wrappers are big part of the taste/experience.  I'll always take oily and pay more for it too.

Thin oily wrappers, dark light or intermediate have a higher chance of producing a better smoking experience.  

If you are in Havana choosing between two boxes of  D4. You would be nuts (my opinion) to go for the one that has a dry, flaky claro/yellow wrapper over the one that has a thin rosado wrapper with sheen. 

Buy you know, 2 times out of 10, that pale, flaky D4 might just taste better. We have all had cracking cigars that have been hit by the ugly stick. 

Running the odds however, go for the Rosado with sheen.
