They're called "frog eyes." They're pretty common. It comes from places where the pilon (the bundle of tobacco) doesn't fully ferment. Sometimes you'll see a crosshatch pattern from the burlap that wraps the pilon

I've had green spots on my CCs from time to time since the 1990s. Never affected flavor.  Also I've never seen green spots on my NCs...probably because NC quality control is more fastidious.

That one cigar has contaminated your whole stash!!! Please send to me for proper disposal. I'm a "green" recycler so you will be doing a solid for the environment.

In the early 90s when I first got into habanos green spots reassured me of authenticity...I could only get some of the cheaper and smaller cigars like tubo upmann PCs and minutos  along with some Hoya de dieuxs and ryj cazadres...occasional green spots...outstanding cigars that got me hooked

"frog eyes" are drops of water that sat long enough on the leaf during the curing process to prevent the tobacco from browning. Its green because the chlorophyll doesn't degrade. All cosmetic. If a leaf is really green, into the center as filler it goes.
