As you know, Tobacco farmers in Cuba are permitted by contract to keep 10% of the tobacco harvested. 

I heard last week from a very reliable source that final numbers from the past three years shows another 10% of the estimated crop "missing". :rotfl:

Given the shitty payment practices of the Govt, I would be doing the same :D

Well when you think of farm rolled cigars and then the custom rolled tobacco at the LCDHs ... Where's all that extra tobacco gonna come from? It's quality leaf that never makes it to the production line. I'm not sure tabacuba is setting several bundles of leaf for your favorite roller in Havana. The fact that they're cracking down on unbanded cigars hints at the idea that they're not making money off of it. These customs might account for some of that missing leaf. My two cents. I could be completely off my rocker.

Here is probably talking about 10% of the tobacco that are rejected by quality controllers and can stay at a farmer's desire. Another 10% - not the fulfillment of the annual plan for the cultivation of tobacco by 10%.
