JY0 Posted May 31, 2018 Author Posted May 31, 2018 We booked directly through Oceana. Edited to add: We booked during the thaw so there were no restrictions. Most people on the cruise booked after the new guidelines went into effect, requiring time on the ground to be on OFAC approved excursions. That said, it was a 'wink, wink' situation. Everyone did whatever they wanted once in port. The cruise line didn't check. People did whatever they wanted. 1
