It does appear that this is the case. This is very unusual and I think it may have only happened once before that I can recall. Never for the same factory. I think it is an oversight in both instances as they have plenty of 3-letter combos left for at least another 100 years, although it seems they don't like to repeat characters often (COO, LEE) and they seem to avoid letters D, H, J, Q, V, W, X, Y and Z. 1 1
