When the factories were clearly stated on the boxes pre-2000, there could be no code duplication anyway. I guess it never occurred to them to get that sophisticated with the concealment of factories. After 20 years of clearly stating the factory I guess they figured rotating a single code every cycle was more than sufficient for their purposes, which was really only to obscure provincial factories anyway as that's where the bias was. 1
