They could, but HSA simply has never done it. When the factories were clearly stated on the boxes pre-2000, there could be no code duplication anyway. I guess it never occurred to them to get that sophisticated with the concealment of factories. After 20 years of clearly stating the factory I guess they figured rotating a single code every cycle was more than sufficient for their purposes, which was really only to obscure provincial factories anyway as that's where the bias was.

That's what I was thinking! With three letters, they can go for close to 200 years without needing to repeat any factory code

El Laguito: MEL 08-09; TEU, 09-10; BTO 11-12; MUO 13-14; AMO 15-16
