Best place to spend for cigars in Europe is Andorra for quality/price. problem is you must go there and pick up your own cigars.

I agree with Small Club, who obviously has plenty of experience.  In my experience, if you want to be blown away by selection/quality, you can't beat the UK.  However, those prices!  Holy macaroni, the UK must get half their budget from taxes on cigars!  Spain is great.

I'd suggest Andorra, a little hard to access but it is worth the drive.
