The money was flowing and the US middle class could afford to travel then just as the Chinese are doing now and how the Japanese did in the 80's.

With the amount of blue collar jobs in Cuba and low wages, it could siphon off some of the manufacturing business from China where wages have been rising. If that happens...what for a channel tunnel like structure from Havana to Key West. 1

Only an act of CONGRESS can end the embargo. Not Obama. Trust me, it is not going to end anytime in the near future. 1

He doesn't have to end it he can go around it, with new legislation via executive orders he can keep the embargo but make it meaningless with new acts/measures. The embargo would still be on the books but have no effect if he decides to go down that route and sign it through on his last day in office for his legacy. Just saying, he can get whatever he wants legally and leave it for the next lot to sort out the mess.

Obama can't do it by himself by executive order. In order to fully lift the embargo it takes an act of congress, along with reversing certain clauses that ensured to keep the embargo in place. I think in this republican dominant congress it won't happen, maybe even if there was a democratic majority.
