They might have a problem with larger leaves for large vitolas (an issue evoked by El Presidente a few days ago), but I don't believe the wrapper leaves for petits robustos, petits edmundos, magicos, etc. are different from those used for standard robustos/hermosos4; they're just cut to the size…

BB's quote might still be valid. If Tabacuba is constrained by short filler leaves then the only way to get a cigar with a larger weight is to increase the ring gauge. For example, the Trinidad Vigia is the same weight as a Dalia, however they cannot make a Trinidad Dalia because of the shortage of long filler leaves. The D6 is the same weight as a Laguito #2. Just a thought.
