It's disappointing from an ethics and fair-play perspective, and these coaches should be held accountable, but I feel like I'd want to reserve final judgement on the actions until we can see if there's any evidence to the claim that "every top ten team does it". If true (to any extent), and it's a case of the Canadians just being the unlucky team that got caught at it, what then?
Interesting to see the Ex-Men's head coach named in the unredacted report. After the disappointing show in the last world cup, and his subsequent departure, this seems less surprising in retrospect to hear him involved.
Ultimately - at a time when the Canadian talent in football is undeniably better than it's ever been, and on the rise - this is yet another unfortunate self-inflicted distraction (along with the pay/funding disagreements that were aired publicly) that drags through the mud a pair of national teams that should be otherwise celebrated for their recent ascendancy and achievements.
